The above engines are all free, so watch some tutorials and see which one fits you best. Check out Godot, it's 100% free (open source) and has lots of great tools for 2D games. Also has a lot of built-in functionality for developing UI, which is (as you note) very important in tycoon games. I recommend Godot especially for 2D.
