For me it seems to run perfectly on Windows 10, GTX 1660 Super, 16GB RAM and AMD Ryzen 5 1600 Six Core 3.20 GHz. I am replaying GTA IV right now and the steam version is pretty solid overall. I think you should be fine running GTA IV on your PC.

The "LaunchGTAIV.exe" has been replaced with "PlayGTAIV.exe" , DO NOT rename "PlayGTAIV.exe" so that errors won't exist. I've been trying to install the downgrade for only EFLC but no luck so now im going to try to install the downgrade for GTA Iv.
